Mr. Boatman has over 30 years experience in the fields of criminal justice and program development. He has worked as a Chief of Police, Organized Crime Bureau Commander, Federal Task Force Director, State Education Director, Investigative Consultant and Municipal Judge. He holds a Bachelor of Science in Criminal Justice, a Master of Science in Criminal Justice Leadership and Management and several graduate certificates in his field of work. He is a graduate of the Department of State Diplomatic Security Services Academy and has taught various courses at the Federal Bureau of Investigation and United States Drug Enforcement Administration, regional training facilities. Mr. Boatman received the 1995 United States Drug Enforcement Administration's Regional Award for Outstanding Service in the Field of Drug Law Enforcement and has coordinated security details for two U.S. Presidents. Mr. Boatman developed and directed an 18 month project in cooperation with the U.S. Department of Housing and Urban Development, Office of the Inspector General that tracked and arrested 52 federal fugitives, weapons and narcotics traffickers hiding and illegally residing in section 8 housing projects in the Texas Gulf Coast region. He is a certified expert for courtroom testimony; specializing in law enforcement policy, procedures and ethics, murder/capital murder, sexual assault and crimes against children. Mr. Boatman has provided chief law enforcement officer recruitment services and departmental policy and procedure review for small to midsize agencies throughout the state of Texas. He is the Co-developer and former Operations Director of the nation's first Center for Safe and Secure Schools at the Harris County Department of Education and the former Executive Director of the Texas Safe Schools Alliance. He is a Board Certified Expert in Traumatic Stress and a recipient of the Texas Governor’s Award for Meritorious Service in the Work to Prevent Stalked and Abducted Children.
Mr. Froeschl has over 25 years of law enforcement and leadership experience focusing on community based policing and program administration. He has supervised and managed moderate to large-scale projects with an emphasis on budgetary planning, project staffing and regulatory compliance. Mr. Froeschl has received advanced orientation and training from the Federal Bureau of Investigations and the United States Department of Defense.
Mr. Spiers is a degreed professional with over 30 years of experience in the field of criminal and civil investigations and has a proven proficiency in all areas of investigative / inspective operations. He has been an executive leader and supervisor in military and law enforcement departments at the local, state and national level. Mr. Spiers leadership highlights include training coordination and procedure development at the FBI National Academy and USMC Weapons Training Battalion in Quantico, Virginia. Mr. Spiers has received multiple awards and commendations for his meritorious service in the field of security and investigations.
